Yes, but the greater concern is that they were regularly typing in excess of 150-160wpm with 20+ mistakes.

Actually, it is absolutely possible to reach 150/160+ with 20+ mistakes (and even easier to reach than 150/160 with less than 5 mistakes)
I am not a moderator, but I don't think this is any kind of suspicious.

Even if the account is not shared and he actually is a cheater, there is no obvious proof that he is one

The 133wpm with no mistakes or corrections is suspicious, especially considering his other scores have at least 10 corrections. Could just be a lucky test, but it's worth revision.
