A phrase does not contain a verb, though it is also a group of words like a clause, making sense. For the purpose of this definition we assume of course correctly, that infinitives, participles and gerunds are only verb forms and not complete verbs.
To become full verbs, they need to combine with another verb element. For example : going is not a verb. It becomes a full verb if we say is/ was/ are/ were/am/ has been/ have been/ had been / going.
