On the international plane, India has been pressing at the UN Framework Convention on Climate
Change and other Conferences for collaborative development of clean technologies and immediate
transfer of existing environment friendly technologies to the developing countries. It has been India's
stand not to agree to any commitments related to reducing greenhouse gas emissions. In order to meet
the demands of rising standards of living and providing access to commercial energy to those lacking it,
the total emission of green house gases is bound to increase in India and also in other developing
countries. India, however, is committed to a position that our per-capita GHGs emission level will never
be higher than that of the developed countries. These countries, being responsible for the problem,
owing to their historical as well as current emissions, need to take measures to stabilize and reduce their
emissions of GHGs. Delay implies a commitment to greater climate change in the future'.
India firmly believes that the issue of climate change and global warming is not country-specific but
is inter-dependent in nature and requires cooperation among nations at the international, regional and
bilateral level. With effective cooperation, large and small countries can share early warning systems of
any environmental calamity. Needless to say, environmental cooperation creates an effective path to
peace by promoting sustainable resource use and equity within and between countries. As the Chairman
of the Inter-Governmental Panel on Climate Change, Dr. R.K. Pachauri has stressed time and again, 'the
challenge before us is not only a large one, it is also one in which every year of delay implies a
commitment to greater climate change in the future'. Saving our Earth is our shared responsibility. On
