Inter-cadre deputation is permissible to All India Service Officers on completion of their nine years of service and before attaining promotion to super-time scale in his/her own home cade. Such deputation is considered in view of the personal difficulties of the officers concerned and is permissible for a maximum period of 5 years in the entire service career of the offices and the period at a time thereof normally do not exceed three years. Inter-cadre transfer is normally permissible t an All India Service officer on the ground of his/her marriage to another officer of the All India Services. The couple is normally transferred to one of the two cadres on which they are borne except home State of the officer whose cadre is changed. In the case of refusal by both the cadres the matter is formally taken up a second time with both the cadres. In case of continued refusal by both the cadres to accept the officers concerned, possibilities are explored for transfer of the officers to a third cadre being deficit one subject to concurrence of the the State Government concerned. Other grounds for cadre transfer of All India service officers is 'extreme hardship' which includes (a) threat to the life of the officer or his immediate family and (b) severe health problems to the officer or his immediate due to the climate or environment of the state to which he is allotted. In the case of lady officers borne on North eastern cadres marries officer borne on another cadre the lady officer is mandatorily transferred to her spouse's cadre the lady officer is mandatorily transferred to her spouse's cadre if she so request except her home cadre. All India Service officers belonging to North Eastern cadre may be allowed transfer of cadre to any other cadre in the North East.
