Friendship between the Soviet Union and India has been an important factor in the maintenance of world peace and in the struggle against colonialism and imperalism. The development of Indo-Soviet relations has contrubuted greatly towards peace, stability and progress in South Asia and South East Asia. Indo Soviet relationship has been a relationship of a new type relationship for mutual benefit on the basis of peaceful co-existence and non-interference in each other's internal affairs and for strengthing the independence and sovereignty of India. It is a relationship of genuine economic co-operation and not for the exploitation of one's resources by the other. This relationship is also not directed against any other country but is a positive relationship. There is nothing in this relationship which prevents the two countries from developing normal, friendly relations with other countries.
The highest water-mark of the development of relations between India and the Soviet Union was the signing of the Indo-Soviet Treaty of Peace, Friendship and Co-operation. This Treaty was a deterrent to certain hostile powers from intervening in the crisis in Bangladesh and, Indo-Pak conflcit. There is no doubt that friendly relations between India and the Soviet Union will remain an important element in the foreign policies of the two countries. The establishment of diplomatic relations between India and the USSR was a step forwared in the general policy of the Soviet Union to support the national-liberation movement of the peoples of the enslaved countries. Since 1947, the Soviet Union has also extended its full support to India on the questions of Kashmir and Goa. The role of the Soviet Government in 1965 and last year is a living testimony to it. There is, in particular, a vast scope for improvement in the manner in which the rationing offices and public hospitals cater to the needs of the public. It is no secret that the people where they come into direct contact with officials almost everyday. It is not as if the ministers are not aware of this. The trouble is that all their exhortations to the officials concerned to discharge their duties in a spirit of public service have made little impact.
