The Planning Commission approach paper has recommended an overall growth rate of a little over 5 percent. This based on a growth rate of about 4 percent in agricultural production as a whole, about 5 percent in food grain production and about 7 percent in industrial output. We urge that the seventh Plan should give a more positive and substantial thrust to the removal of economic backwardness of states like Uttar Pradesh. We are encouraged by our performance during the sixth Plan period and it is assessed that about 5.1 percent growth in agricultural sector will be feasible and capable of realization. In the industries sector, we have to accelerate our growth very considerable specially to take care of our large segment of educated unemployed youth. The organised sector in the State as registered a growth rate of 5.7 percent during sixth plan while unorganized industrial sector is estimated to grow at a sate of 8.9 percent giving an overall growth rate of 7.4 percent. With improvement in the industrial sector if feasible for the state for the Seventh Plan. We are, thus, assuming and overall growth rate the gap in per capita income of Uttar Pradesh and the country is likely to remain at the existing level.
We have always viewed the National Development council as the highest forum for common endeavor. We feel that balanced regional growth and national stability are indivisible and the progress of any one State is necessarily.
