I inspected all the Departments of the main Secretariat building this morning starting from 10.15 a.m. I have noted in the enclosure names of all personnel, gazetted, found absent from their rooms during the time of my visit. I have not noted the names of persons absent on duly authorized leave. It will be seen from the enclosure that some personnel were not present in their office even as late as 10.40 a.m. I have noticed, on the other hand, that staff are generally very punctual in leaving office at 4.30 p,m. It is obvious from the above that discipline in the Secretariat has become extremely slack and that there is very little supervision at the higher levels. It is distressing to note that even gazetted officers are irregular in observing punctuality. They are expected to set an example to non-gazetted staff to be punctual and disciplined. I expected Secretaries and Superintendents to be much more vigilant in ensuring that punctuality is observed in their office. I can understand if our staff are a few minutes late when there are heavy rains and they find difficulty in finding their way to office during a torrential downpour. But today was bright sunny day, and there was no excuse for the staff to be late practically in all the Departments. Secretaries/Superintendents will please obtain explanation from all the persons who were found absent as noted in the enclosure and take disciplinary action in the light of the explanation received. Secretaries must periodically inspect their offices and satisfy themselves that their staff attend punctually. I shall carry out a similar inspection of the Additional Secretariat Building in the near future and expect that, in the light of the present directive, I shall find a decided improvement in the observance of punctuality.
