Dr Li is suspected to have violated dangerous drugs restrictions and misled police officers, according to Detective Chief Inspector Lam Yuen-ling, who is leading the investigation, RTHK reports.
Alice Mak, a Federation of Trade Unions lawmaker, called for harsher sentences in cases where the drug was misued.
"We have seen many cases, but the punishment is not serious enough," she said. "The practitioners may not be so well aware of how to ... carry out such treatment in a very responsible way, and I think a more serious punishment would have a very important deterrent effect."
Dr Li had earlier been suspended by the Medical Council for five months for misconduct.
