The Centre for Population has released its annual snapshot of the population, including how people have moved between states and territories this year.
But it is based on data up to March 2021, before the major Delta outbreaks and lockdowns in NSW, Victoria and the ACT.
Data on the true impact of the most recent lockdowns will be available early next year.
In its report, the Centre said the drop in arrivals into Victoria during Melbourne's second lockdown in 2020, and then increase in departures after the lockdown ended was a pattern they expected to see again for states who had recent lockdowns.
"Net interstate migration is forecast to increase for all states except New South Wales and Victoria in 2020-21 and 2021-22," it said.
