A letter written by a judge of Madhya Pradesh high court, Justice R K Shrivastava, to Chief Justice A K Mittal on the inconveniences faced by railway passengers has been taken up as a PIL. Justice Shrivastava had written that two-minute halts are too short and there should be a signal system in every bogie to warn passengers that the train is about to leave. Referring to a personal incident, he said that he had alighted from a train at Katni station to have a cup of tea while his wife was in the train. It halted for only two minutes and by the time the judge came back, the train had left the station. Two-minute stoppages are too short as one has to cover quite a distance to reach the gate of the bogie, he pointed out.
Justice Shrivastava also suggested that the gates of bogies should be wider to make it easier for passengers to board with luggage, and emphasized the need to make reservation process more transparent. HC Chief Justice A K Mittal took it up as a PIL and the first hearing was held on Tuesday, where the railways counsel, Narendra Pal Singh Ruprah, apprised the court on the facilities provided to VIPs. Central ministers, MPs, Chief Justice and judges of Supreme Court and high courts are treated as VIPs by the railways and there is special quota for lower berth for them. Amicus curiae in the case, Samdarshi Tiwari, argued that halts are shortened because the number of stoppages increase over time, mainly due to political interference. If halts are not shortened, trains would take much longer to arrive at the destination, he said.
