The people of India adopted, enacted and surrendered a constitution to make India a fully sovereign democratic republic. The people of India expected this democratic republic and constitution to provide justice, expression, freedom and equality to all citizens of India and increase fraternity. The concept of justice encompasses the trinity of social, economic and political justice. The objective of fraternity is to ensure the dignity of the individual and the unity of the nation. The said concept of democracy is echoed by the Preamble of the Constitution, which is the largest constitution in the world and is a valuable document. As an independent India, the dreams of those few people of this country have come true for which the target people emitted their lives, ate sticks, bullets, crushed the mill and crusher in jail and did not sacrifice so much.

Can this dream come true? Has every citizen of India got social, economic and political justice? Does every Indian have the freedom in which he can freely exercise his right of thought, expression, belief, religion and worship? Has there emerged such a fraternity among the citizens of India, in which the dignity of every person is well-established and the unity and integrity of the nation is ensured. The goal of an ideal welfare state system should be that the minimum requirements of each person in the state like bread, clothes and houses are fulfilled, the standard of living gradually rises, people have the freedom of private trade and business and governance only Collect appropriate tax for justice system. The government itself should do any business only where the private sector has failed, otherwise corruption will increase.

Creating ideal citizens in a welfare state is also the responsibility of governance, the responsibility of those who are in power, whom the people have chosen as their representative, their destiny. Education and character are the medium for this change. The teaching method that the foreign rulers used to use to serve Indians for their purpose or self-interest is now irrelevant.
