Removing the mandate for publishing in peer-reviewed journals aims to curb unethical practices. However, for state universities, these changes-aligned with NEP 2020-pose challenges. The loss of M.Phil., crucial for disadvantaged students, and restructuring demands strain underfunded state universities. The UGC's vigilance against fake universities highlights its role in maintaining integrity. By August 2022, 21 self-styled institutions were identified. Compliance requires resources many state universities lack, emphasizing their systemic challenges. Solutions include: increased funding, governance reforms, and fostering collaborations between state and central universities. Flexible UGC policies, tailored to diverse contexts, are vital for inclusivity. In conclusion, bridging policy ambitions and realities is critical. Supporting state universities ensures higher education aligns with global standards while advancing India's socio-economic goals. With equitable reforms, state universities can thrive as catalysts for national progress.
